📋 Scope Letter Drafter
Purpose
Draft a formal scope-of-work letter from rough job notes — the document that sits under the bid number, defines exactly what the electrical contractor is and is not responsible for, and becomes the first thing lawyers, GCs, and owners pull when a disagreement surfaces six months into the project.
Output is a clean, send-ready letter organized to CSI MasterFormat Division 26 so a GC's project manager can diff it line-by-line against a competing bid or against the spec, with unambiguous INCLUSIONS, EXCLUSIONS, and ASSUMPTIONS — the three sections that drive 90% of change-order disputes.

When to Use
- Pre-bid scope clarification — GC's bid set is ambiguous; you want to lock in what you're bidding before you number it
- Commercial proposal cover — The scope letter that accompanies a commercial bid package
- Subcontractor agreement scope exhibit — Exhibit A to your sub agreement, when you're the subcontractor to a GC
- Design-assist scope memo — When you're helping an owner or EOR refine scope before the hard bid
- Scope alignment after a pre-construction meeting — Capture what was discussed and agreed
- Change-in-scope memo — When the scope has shifted mid-project and you need a written baseline
- Residential scope-of-work letter — Larger residential projects where a scope letter + contract beats a napkin quote
Do NOT use this skill for:
- Firm pricing — pricing lives in the bid summary (see

Required Input
Provide the following:
- Project description — Facility type, square footage, new construction vs. TI vs. service/maintenance, number of floors, AHJ, target code cycle (NEC 2020 / 2023 / 2026 — adopted by that AHJ).
- Scope items — What's included, in whatever rough notes you have. Trade shorthand is fine.
- Known exclusions — Things explicitly out of scope, in rough notes. The skill will expand with its standard exclusions library and flag any your list didn't cover.
- Assumptions — Site access, power availability, permit responsibilities, GC-furnished items, temporary power, trash / dumpster, parking, working hours, utility coordination, staging area.
- Addressee — Client / GC / EOR / subcontract manager (drives tone and format).
- Contract vehicle — AIA A401 sub, AIA A132/A133, prime contract, owner-direct, purchase order, T&M, design-build (affects the boilerplate).
- Addenda / RFIs acknowledged — Numbered list. If none, say "none issued."
- Substitutions proposed — Any product substitutions from the spec (manufacturer + reason + equivalency basis).
- Plan version & date — Drawing set title, revision date, sheets reviewed (E-series at minimum).

Standard Inclusions Library (run on every commercial / industrial / TI / public-works / design-build scope letter):
For the project type identified in the intake, pull config.yml.scope.standard_inclusions.{project_type} and merge it with the project-specific scope items from the intake. The standard inclusions library is segmented into Division 26 subsections (26 05 / 26 09 / 26 20 / 26 24 / 26 27 / 26 28 / 26 29 / 26 32 / 26 36 / 26 41 / 26 50 / 26 51 / 26 56) and pre-approved by the firm's PMs — using the library means the scope letter never silently omits a standard inclusion (e.g., "all final connections to OFCI equipment within 6 ft of equipment in our scope" is a standard commercial-TI inclusion that is easy to forget and leads to change-order-or-eat-it situations on the back end).
The library also defines:
- Standard predecessor language — the recurring assumption clauses ("rough-in begins 5 working days after framing inspection pass"; "in-wall close-in begins 3 working days after electrical rough-in inspection pass"; "finish trim begins after drywall tape/float/texture is complete"). Predecessor language is important enough that a scope letter without it leaves the firm exposed to schedule-related change orders.
- Standard sequencing assumptions — when our scope can start relative to other trades (e.g., "ceiling cavity coordination assumes ductwork installed and supported, fire-protection main installed and pressurized, and ACT grid set on hangers — re-routing required by other-trade conflicts beyond a 10% raceway-length increase will be a change order").
- Standard inspection-and-commissioning language — who schedules, who is present, sequence of inspections, T&B / Cx coordination, owner-provided commissioning agent treatment.
If config.yml.scope.standard_inclusions is not configured for the project type, fall back to the inline subsection list (see "Core structure" below) and add a one-line note to the Internal Notes block recommending the firm populate the library.
Tariff-Aware Lead-Time Block (run on every commercial / industrial / public-works / design-build scope letter):
For long-lead Division 26 equipment (switchgear, distribution transformers, MV equipment, custom panelboards, specialty MCCs), pull knowledge-base/regulations/material-tariffs-2026.md and produce a one-paragraph block in ASSUMPTIONS that:
- Names the long-lead items by category and stamps each with the supplier's quoted lead time and the date the lead time was quoted on (lead times go stale within days).
- Discloses the Tariff Event reference — cross-references the firm's contract-attachment language per
skills/admin/material-tariff-escalation-clause-drafter.md. This protects the firm against a Section 232 / 301 / IEEPA tariff event that lands between the bid and the equipment release. - Names the schedule-relief tail — "If a Tariff Event delays delivery beyond the supplier's quoted ARO, schedule-relief equal to the actual delivery delay applies as a non-compensable time extension." (Pricing relief lives in the contract attachment, not in the scope letter.)
- Names the order-release window — "Torres Electric will release the equipment PO within 3 business days of award. Any delay in award past [date X = bid date + bid-validity window] may shift the schedule by an equivalent amount."
For service contracts and small residential, the Tariff-Aware block is replaced by a one-line price-validity statement ("Material pricing held through 30 days from quote date; beyond 30 days, subject to re-confirmation"). Service-truck inventory is short-cycle and not exposed to long-lead equipment risk.
If the project's contract does NOT include a Tariff Event clause (per skills/admin/material-tariff-escalation-clause-drafter.md), the scope letter still surfaces the lead-time and the Tariff Event language as an ASSUMPTION — and the Internal Notes block recommends the contracts manager add the contract attachment before signing. A bid that goes out without Tariff-Aware language in 2026 is a margin-leak risk on every commercial / industrial / public-works job.
Core structure — every commercial scope letter has these sections:
- Header block — Date, addressee block, project reference line, re: line ("Scope of Work — [project name] — [bid date]").
- Cover paragraph — 2–4 sentences: project identification, basis-of-bid (drawings, specs, addenda, RFIs), bid validity window, NEC edition referenced.
- Basis of Bid — Explicit list: drawing set revision + date, specification sections (Div 26/27/28 as applicable), addenda numbered, RFIs numbered, substitutions proposed with equivalency basis.
- Scope INCLUSIONS — organized by Division 26 subsection:
- 26 05 — Common Work Results (basic materials, basic identification, raceway, boxes, conductors, supports, grounding, hangers, firestopping)
- 26 09 — Instrumentation and Control (if applicable)
- 26 20 — Low-Voltage Electrical Distribution (service entrance, metering, low-voltage distribution, panelboards, switchboards, motor control)
- 26 24 — Switchboards & Panelboards (if called out separately)
- 26 27 — Low-Voltage Distribution Equipment (wiring devices, receptacles, switches)
- 26 28 — Low-Voltage Circuit Protective Devices (branch circuit OCPD, enclosed switches, fuses)

- Scope EXCLUSIONS — The standard exclusions library from config, trimmed for relevance. Must be explicit about:
- Low-voltage, data, fire alarm, security (if excluded)
- Temporary power and temporary lighting (if GC-furnished)
- Utility company backcharges (transformer pad, primary conduit, cut-over fees, new-service fees)
- Pole-line work beyond the demarc (typically utility's scope)
- Cutting, patching, painting, demo beyond our own work
- Equipment pads, housekeeping pads, concrete
- Trench / excavation / backfill (if GC-furnished)
- Core-drilling, coring, saw-cutting (if GC-furnished)
- Fire-stopping beyond our penetrations (if GC responsibility)
- Roof penetrations and weatherproofing (typically roofer)
- Startup, commissioning, T&B (test-and-balance) by owner's commissioning agent
- Owner-furnished / contractor-installed (OFCI) equipment receiving/unloading/storage beyond final-connect
- Permits beyond electrical permit (building, plumbing, mechanical permits are GC)
- Overtime / premium-time work unless scheduled
- Warranty beyond one-year workmanship + manufacturer warranties per spec
- Bond beyond the base bid bond (performance/payment bond priced as alternate)
- Prevailing wage or Davis-Bacon (unless specifically called out — if called out, pricing reflects it)
- Winter heating, dewatering, snow removal on site
- Equipment unloading requiring more than a 2-ton forklift (if the switchgear is 8,000 lbs, the crane is a separate line)
- Scope ASSUMPTIONS & QUALIFICATIONS — The boundary conditions:
- NEC edition and local-amendment basis
- Voltages covered (e.g., 480Y/277 V 3Ø, 208Y/120 V 3Ø, 120/240 V 1Ø)
- Site access, working hours, parking, staging area, trash/dumpster
- Temporary power and temporary lighting (who furnishes, who pays utility)
- Sequence assumptions (when electrical can start, when walls close)
- Concealed work basis (assumed open ceilings, open walls, accessible trenches)
- Inspection & commissioning (who schedules, who is present, startup sequencing)
- OFCI equipment (who receives, stores, and protects; who final-connects; who warranties)
- Coordination requirements (ceiling-height coordination with ductwork; penetration coordination with plumbing/FP; fire-alarm interconnection with owner's FA vendor)
- Lead-time assumptions (critical long-lead items flagged)
- Schedule assumptions (substantial completion date; sequence)
- Prevailing-wage / Davis-Bacon / certified payroll (if applicable)
- MBE/WBE participation (if applicable)
- Alternates (if bidding any) — Each as a separate paragraph with add/deduct price placeholder (pricing lives in the bid summary).
- Allowances (if bidding any) — With explicit reconciliation-via-CO language.
- Unit Prices (if bidding any) — Add and delete prices, both directions.
- Pricing & validity — Base bid $ (figure can be placeholder); bid valid for N days; material escalation clause if any.
- Signature block — Company legal name, license number (by state), estimator name and title, date, signature line.
Residential scope letters (smaller, simpler):
Residential letters skip the Division 26 scaffolding in favor of a simpler structure:
- Cover paragraph
- What's included (bulleted, plain English with trade-term translations)
- What's NOT included (bulleted)
- Assumptions (warranty, permit, inspection, payment schedule, schedule)
- Sign-off
Use the residential form for single-family residential, light commercial service work, and any job under ~$40K. Use the commercial Division 26 form for anything larger.
Liability-protective rules:
- Always cite the NEC edition applicable to the AHJ, not a default one. "This bid is based on NEC 2023 as adopted by Portland, OR" — not "per current NEC."
- Never claim compliance to "all applicable codes" — list the codes referenced (NEC, NFPA 72, NFPA 70E, OSHA 1926 Subpart K, local energy code, etc.).
- Never promise to hit a schedule date without a predecessor-activity assumption ("rough-in assumes framing and plumbing rough complete").
- Never include startup and commissioning unless explicitly priced — it's commonly a separate scope.
- Never assume OFCI equipment is on site in working condition. State the inspection-on-receipt process.
- Always flag prevailing-wage / Davis-Bacon explicitly. Silence on this is a contract-dispute risk.
- Always state bond capacity and whether P&P bond is in the base bid or an alternate.
- Always cross-reference drawings and specs by revision number. "Per drawings" without a revision is not enforceable.
Tone:
- Formal, business-correspondence register. No contractions in the binding clauses. Contractions are OK in cover paragraphs.
- No trade slang in writing. "Homerun" becomes "branch-circuit conductor"; "whip" becomes "flexible connection"; "MCB" becomes "main circuit breaker."
- No adjectives ("excellent," "top-notch," "world-class"). Scope letters don't sell — bids and cover letters sell.
- Direct and crisp. A scope letter is not the place for warmth.

After the main output, always append an Internal Notes block (not sent to the addressee) that lists:
- Any gap where the intake was incomplete and the skill made an assumption (which the estimator needs to confirm before sending)
- Any exclusion that might draw a pushback from this particular GC
- Any assumption that conflicts with the drawing or spec (flag for RFI)
- Any long-lead item that deserves a schedule callout in the cover letter
- Any MBE/WBE / prevailing-wage / Davis-Bacon compliance sensitivity
Alternate formats:
- Residential scope letter — Simpler template (cover paragraph, What's Included, What's Not Included, Assumptions, Sign-off). Use plain English.
- Design-assist scope memo — Less formal. Front-matter describes design-intent areas where the contractor proposes specific product + installation approach.
- Change-in-scope memo — Captures a mid-project scope shift. References the original scope letter by date and the triggering event. Feeds the change order process (see
admin/change-order-drafter.md).
What NOT to Do
- Do not list "to be determined" items as scope inclusions. If it's not defined, exclude it and note the intent to quote once defined.
- Do not agree to "all code-required work" as a catch-all. Specify what code requirements you've priced.
- Do not agree to "coordinate with other trades" without stating what that coordination costs. Unlimited coordination is a cost leak.
- Do not include demolition, removal, or disposal beyond your own work unless priced separately.
- Do not assume temporary power is furnished unless the spec says so or the GC has confirmed in writing. Silence = exclusion + note in assumptions.
- Do not promise warranty beyond one-year workmanship + manufacturer warranty. If the contract requires a longer warranty, price it and call it out.
- Do not skip the NEC edition reference. An AHJ on 2023 will reject a bid that references 2026; an AHJ on 2026 will reject a bid that references 2020.
- Do not use trade slang in the binding text. Reserve casual language for the cover paragraph.
- Do not number exclusions lower than 10. There are always more than 10 exclusions on a commercial job.
- Do not use ambiguous schedule language ("as soon as practicable"). Use predecessor-activity language instead ("rough-in to begin 5 working days after framing inspection pass").

- Voltages covered. 208Y/120 V 3Ø for the tenant branch-circuit system; 120/240 V 1Ø for egress lighting battery backup. The existing service voltage is assumed to match drawings; our scope assumes the service is energized and available at project mobilization.
- Access, hours, staging. Weekday work hours Monday–Friday 6 AM–4 PM. Night or weekend work would be priced as an alternate. Staging area and material storage provided by GC adjacent to the service elevator. Parking provided for two crew vehicles on-site at no charge to Torres Electric.
- Sequence. Rough-in begins 5 working days after framing inspection pass; in-wall close-in begins 3 working days after electrical rough-in inspection pass; finish trim begins after drywall tape/float/texture is complete.

- Ceiling-cavity coordination. Our conduit routing is assumed above the ACT grid in unobstructed runs between ductwork and fire-protection main. What's Included
- Remove the existing 100-amp Federal Pacific Stab-Lok panel and all associated circuit terminations
- Install a new 200-amp Square D QO 40-space main-breaker panel, indoor, in the same approximate location
- Install a new 200-amp outdoor emergency disconnect and meter base on the exterior wall per 2026 NEC §230.70
- Pull new 4/0 SER aluminum feeder between the outdoor disconnect and the indoor panel (approximately 8 feet)
- Re-land all existing circuits onto new breakers, replacing with arc-fault and dual-function breakers where required by 2026 NEC §210.12
- Install two new 20-amp arc-fault-protected circuits from the new panel to the kitchen, terminating at receptacle locations to be confirmed during rough-in
- Install a Type 2 whole-house surge-protective device at the new panel

Thanks for the design-assist invitation. This memo captures Drysdale Electric's proposed approach for the Division 26 scope at the 30% DD stage, our budgetary pricing range, and the design decisions we recommend locking before we move to 60% DD. Pricing in this memo is budgetary and subject to firm pricing at bid; the design-assist engagement is paid on a time-and-materials basis per our signed design-assist agreement dated 2026-03-10.
DESIGN INTENT — DIVISION 26 PROPOSED APPROACH
Service entrance. 4000 A 480/277 V 3Φ 4W main service switchboard fed from the utility's 13.2 kV primary via a pad-mount 2500 kVA dry-type transformer (utility-owned, contractor-installed pad). Section 1 main breaker, Section 2 distribution to the building's load centers. Recommended basis-of-design: Eaton Pow-R-Line C with onboard distribution. Alternate: Square D Power-Style Q-Frame (longer lead time as of Q2 2026; currently 32 weeks vs Eaton's 28 weeks per Platt Electric Supply quote 2026-04-25). Recommend Eaton.
Distribution architecture. 480 V branch panels for HVAC and motor loads (mechanical scope); (4) 75 kVA step-down dry-type transformers for general 208Y/120 V branch-circuit distribution; (3) 75 kVA isolation transformers for hospital-grade isolated power systems on the four (4) wet-procedure rooms (per NEC Article 517 Part III). Recommend Square D EE series for the dry-types and PowerCet IsoBlock for the isolation transformers.
Branch-circuit and emergency systems. Hospital essential electrical system (EES) per NEC Article 517 — life-safety branch (10s autotransfer), critical branch (10s autotransfer), equipment branch (10s autotransfer); ATS sizing TBD pending the 60% DD load summary; assume (3) 800 A 4-pole ATSs with delayed-transition for equipment branch. Generator sizing TBD pending the 60% DD load calculation; budgetary based on a 750 kW diesel generator (Cummins or Caterpillar) with 96-hour runtime tank.
Lighting. All-LED, occupancy-and-daylight-controlled per WA Energy Code 2021. Recommend Acuity nLight or Lutron Quantum networked lighting controls — DALI-2 or 0-10 V depending on the architectural fixture selection at 60% DD. Title 24 cross-reference does not apply (WA, not CA).
Communications and life-safety. Division 27 data per the IT consultant; Division 28 fire alarm per the FA consultant — Drysdale Electric's scope is the line-voltage interconnect from the FA panel to the EES.

DESIGN DECISIONS WE RECOMMEND LOCKING BEFORE 60% DD
- EES architecture. Confirm the (3)-branch architecture (life-safety / critical / equipment) vs a (4)-branch with separate optional standby; the (3)-branch matches NEC Article 517 minimum and is our recommendation absent a specific owner program requirement.
- Generator fuel type. Diesel vs natural gas. Diesel gives better cold-start reliability for a Bellevue WA seismic-zone hospital; natural gas is lower fuel-storage maintenance. Recommend diesel.
- ATS transition type. Closed-transition vs delayed-transition. Closed-transition costs ~$8K more per ATS but eliminates the 10-second outage on the critical branch during weekly testing, which the hospital's IT and clinical teams will appreciate.
- Switchboard lead time and tariff exposure (per Tariff-Aware Lead-Time Block). The Eaton Pow-R-Line C 4000 A switchboard is a 28-week lead item per Platt Electric Supply quote 2026-04-25. If hard-bid award is targeted for Q4 2026, equipment delivery is Q2 2027 — this aligns with the project's substantial-completion target Q3 2027. If award slips past Q4 2026, the schedule moves accordingly. The Section 232 finished-equipment tier 15% (effective through end of 2027) is in effect at the time of this memo; recommend the construction documents include the Tariff Event clause per
