Purpose
Operate on the case queue upstream of per-alert disposition: take a working set of open AML / financial-crime cases (transaction-monitoring alerts, sanctions hits, adverse-media surfaces, §314(a) inbound, peer-bank §314(b) responses, internal referrals), assemble all relevant evidence across the bank's core systems (CIF, payments, wires, cards, deposits, lending, branch, KYC EDD, prior SARs, sanctions list snapshots), align each case to one or more BSA/AML typologies, score each case for risk × evidentiary strength × investigator effort, and produce an investigator-ready dossier per case plus a ranked queue. Distinct from sanctions-aml-alert-reviewer.md, which dispositions a single alert and drafts the regulatory deliverable; this skill is the pre-disposition triage and evidence-assembly layer that compresses the first hour of investigator workflow into a structured dossier the analyst can open, review, and act on. Designed to support the 2026 transition from manual case-by-case investigator pulls toward AI-agent-assisted evidence assembly with typology alignment, false-positive de-prioritization, and case-prioritization — while preserving the BSA officer's and line investigator's full authority over disposition decisions and SAR filings.
When to Use
Use this skill whenever you need to:
- Triage a daily case queue of 20–500+ open AML alerts, sanctions hits, or referrals and produce a ranked work-list for the investigator team
- Build the investigator's opening dossier for a single case before the disposition workflow begins
- Run a look-back sweep across a customer's full account footprint (cross-system, cross-product) and produce a consolidated activity dossier
- De-prioritize obviously low-merit alerts (clear duplicates, prior-cleared patterns with no new evidence, common-name false positives) so the investigator team's hours go to the highest-risk cases
- Re-score the queue when a new typology advisory, OFAC list update, FinCEN advisory, or FATF list change forces a wholesale re-evaluation of open cases
- Produce the BSA officer's weekly / monthly queue-health dashboard (queue depth, aging, typology mix, escalation rate, productive-SAR-filing rate, false-positive rate)
- Assemble the cross-system evidence packet for a continuing-activity SAR cycle (every 90 days while activity continues)
- Prepare the model-validation evidence base for the firm's transaction-monitoring tuning cycle (which alerts were productive, which rules generated noise, which thresholds need adjustment)
- Build the investigator's day-one packet for a newly assigned case transferred between analysts or escalated from the line to the BSA officer
Required Input
Provide the following:

- Core-system extracts per case — For each implicated customer / counterparty: payments and wires (SWIFT, ACH, Fedwire, RTP, Zelle, real-time rail, FX wires) over the relevant look-back window with full counterparty legs and BIC screening results; cards transactions where in scope; deposits / DDA / savings flows; lending activity (loan disbursements, repayments, line draws); branch activity (cash deposits, withdrawals, structured-amount patterns); trade-finance instruments where applicable; correspondent / nested-correspondent flows
- Sanctions list state — Snapshot of the OFAC SDN, Sectoral Sanctions Identifications List, Non-SDN Palestinian Legislative Council, Foreign Sanctions Evaders, CAPTA, NS-PLC, EU Consolidated, UK HMT OFSI, UN, and applicable regional lists as of the case-open date and as of triage-run date; any list-version delta in between
- Adverse-media and public-records context — Negative-news mentions per customer / beneficial owner (date, source, credibility tier, allegation type); regulatory enforcement (FinCEN, OCC, FDIC, Fed, NCUA, state); criminal proceedings; civil litigation; bankruptcy filings; asset-forfeiture proceedings; jurisdictional posture (FATF black / grey list, FinCEN GTOs, country-specific advisories)
- Typology library — The firm's library of recognized AML typologies (structuring, smurfing, funnel accounts, rapid in-out, layering, integration via real estate / crypto / trade-finance, third-party payments, nested correspondent, shell-company indicators, human-trafficking financial indicators, narcotics-trafficking indicators, terrorism financing indicators, fraud typologies — elder, romance, BEC, check-kiting, mule accounts, ransomware payments, sanctions-evasion topologies — geographic obfuscation, transshipment, dual-use goods)
- Internal-history sweep — For every customer touched: prior-alert log (date, alert type, disposition, rationale), prior-SAR log (date and case ID only — narrative is restricted), prior-OFAC-report log, prior-EDD log, prior account-closure or restriction actions

Process:
- Scope confirmation, queue intake, and tipping-off discipline. Restate the case queue size, the look-back window, the typology-library version, the sanctions-list version, and the investigator-capacity constraint. Reaffirm the tipping-off prohibition (31 USC 5318(g)(2)) — no disclosure to any subject; every output is restricted to the BSA function and the investigator team. Confirm the per-case SAR-filing window countdown is preserved through the triage process — triage time consumes the filing window
- Customer-master and prior-history pull. For each customer touched by an open case, pull CIF, current KYC tier, current risk rating, beneficial-ownership chain, prior-alert / prior-SAR / prior-OFAC-report log (by date only — never reproduce SAR narrative content), prior EDD measures, current restricted-status flags. Flag any customer with a KYC gap (missing source-of-funds documentation, expired EDD refresh, missing beneficial-ownership update) — this is itself a relevant evidentiary signal for the triage scoring
- Cross-system evidence assembly per case. For each customer / counterparty in scope, walk every payment rail (SWIFT, ACH, Fedwire, RTP, Zelle, real-time, FX wire), cards activity, deposits / DDA / savings flows, lending activity, branch cash activity, trade-finance instruments, correspondent / nested-correspondent flows over the look-back window. For each transaction, capture: date, amount, currency, channel, counterparty name, counterparty bank BIC, country, sanctions screening result on each leg, supporting document references, purpose code (where present), narrative / wire memo. Cite the source system for every record (no fabrication; flag "evidence not available — system X did not return data" where extracts are missing)
- Sanctions-list re-screen. Re-screen every customer, beneficial owner, and counterparty against the as-of-triage-run sanctions-list versions (OFAC SDN, Sectoral, Non-SDN, CAPTA, NS-PLC, FSE, EU consolidated, UK HMT OFSI, UN, applicable regional). Flag every match with the match-confidence score and the list-version date; flag every match that arose since the case-open date as a fresh hit requiring immediate review
- Typology alignment. For each case, map the observed pattern to the firm's typology library. Apply a multi-typology pass — a single case may carry multiple typology signals (e.g., structuring AND third-party-payment AND a high-risk jurisdiction). For each typology applied, cite the specific transactional evidence rows that support the mapping. Where a typology is ambiguous, mark it as candidate-typology and route for analyst review rather than asserting. Do not invent typologies not present in the firm's library
- Risk × evidentiary-strength × effort scoring. Score every case on three independent axes:
- Risk score — Aggregate of customer KYC tier, prior-SAR history, current alert severity, typology severity, dollar exposure, jurisdiction exposure, sanctions-list proximity, adverse-media credibility; on a 1–10 scale with the contributing factors enumerated
- Evidentiary-strength score — How complete the source-system evidence is for this case; whether sub-ledger / supporting documents are present or absent; whether the activity has a visible economic rationale or not; whether prior-alert dispositions support or contradict the current observation; on a 1–10 scale
- Investigator-effort score — Estimate of the analyst hours required to disposition: alert simplicity / complexity, number of counterparties / countries / products implicated, look-back depth required, §314(b) outreach indicated, BSA officer escalation likely; on a 1–10 scale Final triage rank is a weighted product per the firm's calibration; do not silently apply a single fixed weighting — show the weights so the BSA officer can recalibrate
- False-positive de-prioritization. Apply the firm's stated FP criteria (clear name mismatch with prior cleared disposition, prior-cleared pattern with no new evidence, system-generated duplicate, alert-rule misfire previously documented). Flag de-prioritized cases as "FP candidate — recommend SDD continue" but route to BSA-officer / line-investigator review queue — never auto-close. Cite the prior-disposition record number that supports the FP recommendation
- Continuing-activity refresh logic. For every customer with a prior SAR within the look-back window, run the continuing-activity refresh: has the pattern continued during the 90-day cycle? Has the pattern broken (no further activity)? Has the pattern evolved (new typology signals)? Output the continuing-activity recommendation: file refresh / no-file (pattern broken) / escalate (pattern evolved, new investigation required)
- §314(a) and §314(b) case-routing. For inbound §314(a) FinCEN inquiries, build the positive-or-negative match packet per subject queried with full account / transaction detail per positive match; the packet is the investigator's input for response within the FinCEN window — this skill does not file the response. For voluntary §314(b) outbound, identify peer-institution candidates based on the cross-bank counterparty leg detail (BIC, counterparty bank, jurisdiction); the packet supports the investigator's narrowly-scoped outreach decision
- Dossier assembly per case. Produce the investigator-ready dossier per the output structure below. The dossier is the input to the disposition workflow (
sanctions-aml-alert-reviewer.md) — it is not the disposition itself. Every dossier must satisfy the four-eyes review threshold per firm policy where applicable - Queue ranking and capacity-fit recommendation. Produce the ranked queue with capacity-fit annotations: which cases fit today's investigator hours (highest risk × evidentiary-strength, lowest investigator-effort first if all else equal); which cases require the BSA officer's immediate attention (regulatory-deadline countdown < 5 business days, OFAC blocking pathway, suspected human-trafficking / terrorism financing typology, regulator-inquiry-triggered); which cases should age in queue per the SLA tier; which cases should route to peer-institution escalation (§314(b))
- Save to
outputs/if the user confirms. Retain per BSA recordkeeping (typically 5 years from disposition for case files, longer where state or product specific). Restrict access per the SAR-information-disclosure restriction (31 CFR 1020.320(e)) — case dossiers that touch a SAR pathway are limited to need-to-know within the institution and to law-enforcement / regulators.
